Heritage party is for the parliamentary government, but thinks it is not the issue to be resolved at present, the head of the Heritage parliamentary faction, Ruben Hakobyan, said over today's discussions of the draft project of the conception on the constitutional reforms.
He is confident that just the authorities break the acting Constitution, first of all. And in such conditions there is no sign that the new constitution will function. "Just the authorities break the 2-nd clause of the Constitution, which says that the power in Armenia is formed by the people by means of free and fair elections. The past elections demonstrated for many times that they were neither free nor fair. By using financial, administrative, force and criminal resources the authorities falsified the elections every time and turned them into farce". - Hakobyan said.
He also added that the next violation is the availability of a big number of businessmen-members of the parliament. This does not meet the points of the Constitution. He thinks that the balance between the three wings of the power, fixed in the Constitution, is also broken, as at present, all these wings are being controlled by the president of the country.
He said that the Heritage party is ready to take part in the constitutional reforms only in case if the authorities discuss and accept the alterations to the Electoral Code offered by the Heritage and ARFD earlier: if the authorities adopt a law that gives controlling functions to the opposition; and if immediately after making alterations to the Constitution, the parliamentary and presidential elections will be held.
