If there is any plan on Karabakh in Russia, it is definitely not "Lavrov's plan", it is rather a plan developed by other person who determines Moscow's foreign policy, Russian analyst Sergey Markedonov expressed this opinion during a two-day international conference "Caucasus- 2015", held annually in Yerevan.
"It is not a secret that Karabakh settlement is conducted not only upon the Russian initiatives. At the same time despite everything it is Moscow that remains attractive as a main moderator for all the conflict sides, and this can not be said about other ethnic and territorial conflicts on the post soviet space", he noted.
The analyst is sure that the April war did not make special amendments to the content of negotiation process. All the three principles of the international law, on which the process of Karabakh settlement is based, are still on the negotiation table and the MG OSCE co-chairs stressed the equality of these principles in April 2016. The April war did not lead to either recognition of Karabakh as in case of Kosovo, or implementation of peaceful merger scenario similarly to the scenario in Serbian Krajina. The format of settlement within the OSCE was also maintained.
"As a result one has to state that the unprecedented outbreak of aggression has not lead to tangible breakthrough in the Karabakh settlement. The April war was a regular phase of testing on the military field, which has been practically developing since March 2008 in parallel to negotiations", the Russian analyst summarized.
