ArmInfo-Turan: Foreign Minister of Azerbaijan Elmar Mammadyarov has refused to attend the BSEC meeting in Yerevan on 12 December.
Instead of him, Azerbaijan will be represented by Shovgi Mehtizade, Head of the Azerbaijani Foreign Ministry Economic Department, the Foreign Ministry reported. It is noteworthy that Azerbaijan was to assume chairmanship of the Black Sea Economic Cooperation Organization (BSEC) from Armenia, but it has yielded the seat to Bulgaria due to its current chairmanship of the Council of Europe. As for the Foreign Minister of Turkey, he will attend the meeting in Yerevan.
