Before giving an estimate of the draft Constitution one should study it and present his/her point of view related to the Articles of the draft in order to receive corresponding answers, Chairman of the Constitutional Court Gagik Harutyunyan said at today's briefing, touching upon the Armenia's first and second presidents' negative comments on the Constitutional Reforms.
"People will make the sober estimate. Neither certain persons nor me are the authors of the draft. The draft was developed in a result of collective work and was changed enough after various political discussions and concessions", Harutyunyan noted.
At the same time the Chairman of the Constitutional Court, who was also the Head of the Specialized Commission for Constitutional Reforms under the RA President and RA Constitutional Court, refused to answer to the questions, related to the content of the draft Constitution, explaining that after the date of Referendum was set by the Armenia's President, the Commission for Constitutional Reforms ceased its activities.
To recall, on August 20, the Commission for Constitutional Reforms approved the draft constitutional reforms and the rationale, and then submitted them to Armenian President Serzh Sargsyan. On August 21, Serzh Sargsyan submitted the draft Constitution for consideration of the Parliament. Parliament of Armenia passed draft amendments to the Constitution of Armenia with 104 votes on October 5. Ten parliamentarians - members of the Armenian National Congress Party, as well as Zaruhi Postanjyan from Heritage Party, and Tigran Urikhanyan from Prosperous Armenia Party voted against the document. Another three parliamentarians - members of Orinats Yerkir Party - abstained from voting. The document was supported by the Republican Party of Armenia, Prosperous Armenia Party (previously it was against the reform), and ARFD. The other parliamentarians from the Prosperous Armenia Party who opposed the document boycotted the voting. The draft will be put to a referendum on December 6. Prime Minister Hovik Abrahamyan, who will retire or will take a vacation by that time, will be appointed as the Chief of the Campaign Headquarters.
