Armenia needs such officials who use all their resources to implement programs and not those who excuse themselves for not conducting the work, Armenian President Serzh Sargsyan stated in his address to Armenian nation on February 12. 

According to him, the country needs such state officials who place pubic interest a hundred times above their own interests. He thinks that persons who are ready to complete the tasks they are given should be involved in the state sector. According to the president a situation has been established in the country, in which officials in all levels from the heads of village communities to high-ranking officials lay all the responsibility and blame on the country's authorities. "In all the stages of the power such expressions as 'everything has already been discussed' or 'everything has already been decided' are spread. This situation creates the impression that all the issues are settled only on the very high level. These officials solve two problems: they stop the wide scale discussion of the issue, rejecting alternative ideas, and lay the responsibility on the authorities avoiding criticism in their own address. But, I should mention that "the higher-ups" do not afraid of criticism and do not avoid responsibility. Who needs an official who in case of any criticism of his work looses control and tries to ensure himself from this criticism in the newspapers and e media, using any methods", the president mentioned. 
The president thinks that the solutions to the problems should be searched for within the country. " We are the owners of our country, our problems and we must solve them.

Skeptics and those who are not confident in their strength have no place among the representatives of power. Those who do not work and gossip also do not have place among the representatives of power, as from their daily work society's trust in its own country's power depend on", he noted. According to the president, each of the power representatives should do everything in order to help Armenia to succeed as a country and a society. According to him, representatives of power should also do everything to improve the living standards and to help the society become more tolerant, cultural and humane.
