LORD RUSSELL-JOHNSTON: IT WAS NEVER ANTICIPATED THAT THERE WOULD BE SOME MASTER-PLAN EMERGING FROM THE MEETING

The Ad Hoc committee on Nagorno-Karabakh conflict held the first meeting in Paris on 12 September. The committee has been established within PACE Bureau and aims to implement the paragraph 5 of Resolution 1416 on the conflict over Nagorno-Karabakh region dealt with by the OSCE Misnk Conference. The chairman of the ad hoc committee answered the Armenian Arminfo News Agency's questions.

Q: How do you estimate the stance of the parties? I was informed that the climate in the meeting was rather tense. In your opinion what effect it will have on the process of reconciliation of the parties? In this aspect also, how do you estimate the significance of the ad hoc committee in promoting the settlement of the Nagorno Karabakh conflict?

A: I would not say the climate was tense. There were direct comments but the general atmosphere was constructive and the two delegations agreed to a joint meeting under my Chairmanship during the October Part-Session.

Q: What conclusions have been made as a result of the meeting? Are you satisfied with the results of the meeting?

A: It was never anticipated that there would be some master-plan emerging from the meeting. It was an exploratory meeting with the OSCE co-chairmen of the Minsk Process to see whether the Parliamentary Assembly of the Council of Europe might make a useful contribution to the search for reconciliation.

Q: There are two main principals: territorial integrity and the right of a nation to self-determination. Which principle in your opinion should be taken into consideration?

A: We are of course, well aware of the arguments about territorial integrity and self-determination but there was no attempt made to deal with these differences.
