NAGORNY KARABAKH IS NOT GUIDED BY RUSSIA, NEITHER THE KREMLIN
DISPLAYS AN INTEREST IN THE RELATIONS WITH STEPANAKERT: S. MARKEDONOV
YEREVAN, JANUARY 16. ARMINFO. Nagorny Karabakh is not guided by
Russia, neither the Kremlin displays an interest in the relations
with Stepanakert, says a Russian political scientist Sergey
Markedonov in an article "Self-declared states are deprived of
support" in the Nezavisimaya Gazeta.
He thinks that Nagorny Karabakh is "special" among the self-declared
states of the post-Soviet space. The leadership of this unrecognized
state is sceptical about the institutionalization of "CIS-2" as a
certain "anti-GUAM." Unlike Transdniestria, South Ossetia and
Abkghazia, Stepanakert started a diversified foreign policy long ago.
Neither the Kremilin displays any interest in development of the
relations with NKR, Markedonov writes. This indifference can be
considered a specimen of pragmatism. On September 2 2005 40 US
Congressmen but no Russian legislator congratulated NKR leadership on
the Republic Day. There is no Russian business in Karabakh either.
However, it is the most developed one of the unrecognized states from
the economic point of view, he says.
During 15 years of post-Soviet period Moscow has not managed to
reorganize its policy to the unrecognized formations in conformity
with the norms of the modern political language clear to Washington
and Brussels. Instead of correcting the consequences of the "criminal
national policy of Stalin," fighting the "small imperialism" and
suppressing ethnic minorities and minority languages, Russia is keen
on the illusion of its former power. The Kremlin is unable to
strengthen the democracy neither in CIS nor in CIS-2. That is why
the diversified policy of the unrecognized states acquired a
principally new character in 2005. Now the unrecognized states more
and more apply to Kosovo incident and the formula "rights and freedom
in exchange for status and recognition. At the same time, he thinks
that it is not fact that this process will be parallel to their
incorporation of these states into the structure of the unrecognized
formations of the UN."
