An ill-held referendum might cause serious obstacles when carrying out reforms in Armenia. Therefore, organizational issues require special attention, Talia Khabriyeva, a member of the The European Commission for Democracy through Law (Venice Commission), said during an Aug 25 meeting with political and public figures of Armenia.
She has emphasized that the Commission does not assess politically or socially, it simply evaluates the text presented by the relevant bodies of the country. They have read the text and evaluated if it meets European standards, however, it is of great importance to organize the referendum the way it causes no obstacles when carrying out reforms in Armenia.
In turn, Christoph Grabenwarter said that various political powers have different interpretations for the Venetian Commission's comments. He however emphasized that the Commission is not going to become a part of political bargains and fuel debates among political powers.
To recall, on August 20, the Commission for Constitutional Reform approved the draft Constitutional Reforms with enclosed substantiations and submitted it to President Serzh Sargsyan, who, in turn, submitted it to the Parliament on August 21. The president plans to hold discussions with the political forces over their approaches to the Constitutional amendments included in the draft document.
