The decision of the European Union to postpone the conference of donors to provide financial assistance to Armenia demonstrates that the Armenian authorities have broken their promises to the EU. In other words, they have failed the exam and were unable to digest the parliamentary election fraud, Coordinator of the Armenian National Congress (ANC) Levon Zurabyan said at today's press conference.
According to Azatutyun.am, Peter Stano, Spokesperson of EU Enlargement Commissioner Stefan Fule, told Radio Free Europe /Radio Liberty (RFE/RL) said in Brussels that Yerevan should "address the shortcomings" reported by OSCE observers before the Armenian presidential election due in February next year. He said that the proper conduct of the presidential ballot will be essential for a conference of Armenia's foreign donors planned by the EU. "Broadly
speaking, the donors' conference is about getting money for Armenia to support it in its reform efforts, in whatever Armenia is doing : in terms of modernizing the society and brining it up to democratic standards," he said.
When commenting on this statement, the Armenian oppositionist stressed that those trying to blame the EU for excessive severeness are mistaken. "The EU has taken a correct decision not to give money to the regime, which does not enjoy its own people's support and which seized the power by means electoral fraud. The matter concerned quite a big amount - 2 bln USD. And Brussels realizes that this money that was to be allocated for development of the country and improvement of the Armenian citizens' state, would fail to reach the recipient and would be stolen", he said.
