"Electronic Armenia" Forum, organized by the All- Armenian Fund, EU Delegation to Armenia, Tumo Center for Creative Technologies and Estonian Embassy to Armenia, launched on September 29. Implementation of the e-governance system in Armenia is one of the efficient mechanisms for ensuring state governmental system's transparency, Priit Turk, Estonian Ambassador to Armenia said in his talk to an ArmInfo's correspondent during the forum. According to the Estonian Ambassador, post-soviet Estonia, which has completely applied this system of governance, traditionally achieves high positions among other countries in the world related to the transparency of making deals and capability to control situations according to the data of the Transparency International.
Using the experience of this post-soviet country, Armenian Government continues the process of implementation of e-Governance system. As Ivar Tallo, the founder of the Estonian e-Governance Academy, said at the forum, implementation of the system will help to ensure not only transparency of the activities of the state institutions but also will save time and money for the regular inhabitants. According to the conducted surveys, every Estonian using the electronic signature, saves 40 hours yearly, and this is a whole working week, Tallo mentioned.
Armenian Government has also commenced the implementation of the e-governance project, aimed to improve the quality of the provided services to the citizens. At the same time the Government was challenged to create a business environment that would facilitate the Armenian business activity, shortening time and expenses. European Union has provided 25 million EURO for the program implementation. The projects of e -governance of the Mulberry documentation, electronic tax filing system, civil registry office, one window system for receiving a driving license, electronic payments of any penalties have already been implemented. 500 thousand citizens have already received ID cards and 110 thousand of them have already activated their electronic signatures.
David Harutyunyan, head of the Armenian Government Administration, said that implementation of the e- health and e-residency systems will be the next step. Harutyunyan also noted that the issue of the electronic security will always be in the agenda, but "security does not mean to be conservative, it rather means to be smart and innovative", he said. According to Vigen Yakubyan, head of the All- Armenian Fund, by holding such forums they will also try to attract Armenian Diaspora's potential into this direction.
As Piotr Switalski, head of EU delegation to Armenia, noted, Armenia surely has high intellectual potential. Armenia is a country of talents- chess player, academicians, and mathematicians. Armenia has brains and EU has funds, so they can marry to bring a wonderful result, Switalski summarized.
