Today's parliamentary hearings on the murder of the Avetisyans' family in Gyumri have given no answers to the public's questions. Prosecutor General of Armenia Gevorg Kostanyan has not given any direct answers to the specific questions.
Kostanyan mostly said that "the investigation is underway and the issues raised are secrecy of the investigation" or "it is necessary to find out the details and answer the questions only after that". He said that he has not yet requested his Russian counterpart to transfer the suspect Valery Permyakov to the Armenian law-enforcers, because the investigation must answer the question how lawful Permyakov's detention by the Russian frontier guards was. Kostanyan also thinks that only after the ineligibility of Permyakov's transfer to the 102nd Russian military base is proved, it will be possible to apply to the Russian Prosecutor General.
Kostanyan pointed out that the case is regulated by bilateral and multilateral agreements. "I understand the emotions of the public but I do not think that one should be guided by emotions", said Kostanyan. He also thinks that some forces are making a mistake when politicizing the issue.
For her part, Naira Zohrabyan, Secretary of the Prosperous Armenia Party Faction, said that the country should have declared a day of mourning and those who resisted it were fulfilling a political order.
Following the parliamentary hearings, MP Nikol Pashinyan wrote on his Facebook page that Permyakov is illegally staying at the 102nd Russian military base and should be transferred to the Armenian law- enforcers. "At today's hearings I received from Armenian Prosecutor General Gevorg Kostanyan the answers to two important questions about the Russian frontier guards' powers. First, the frontier guards should have reported to the Armenian law-enforcers that they detained Permyakov when the latter was trying to cross the state border. Second, they should have transferred Permyakov to the Armenian law- enforcers. So, Permyakov is illegally staying in the territory of the Russian military base and should be transferred to Armenia", he wrote.
