The problems in the economy, management and political system of Armenia do not originate from Constitutional shortcomings. Therefore, there is absolutely senseless amending the Basic Law, MP from Prosperous Armenia Party said at the Friday briefing in the Parliament.

"Behavior of our colleagues from the Republican Party is odd, at least. Yet six months ago, they were sure that the parliamentary system of government is not favorable in the current neither war nor peace situation.  Now, with a wave of the magic wand, they have turned into passionate proponents of the given system.  What has changed? Have we made a peace treaty with Baku? Has it capitulated? " Hovhannissyan said.  He believes it immoral making constitutional reform amid heavy social and economic conditions in the country and large-scale migration, when over 200,000 citizens of the country are abroad. Secretary Naira Zohrabyan said that PAP Leader meant that one should not so furiously advocate for the constitutional reform without looking into the document.
It is noteworthy that the provision on transition to the parliamentary form of government that was featured in the concept of the constitutional reform initiated by President Serzh Sargsyan has created a complicated situation in the country. Earlier, nearly all the political forces, except the ruling Republican Party were advocating for transition to the parliamentary form of government. The situation has changed fundamentally when President Sargsyan announced the concept of constitutional reform featuring transition to the parliamentary system of government. This time, the Republicans welcomed the idea, while the other parliamentary forces came out against it. 

Many experts say that the authorities seek to change the system of government to retain power. It is noteworthy that the Constitution bans the president to run for a third term. Meanwhile it is already the second term of President Serzh Sargsyan. According to experts, Serzh Sargsyan will change the system of government in the country from semi-presidential to the parliamentary with 'weak' president and super- powerful prime minister and will take the post of the prime minister.  To be fair, Serzh Sargsyan said at the very beginnings of discussions on the concept of constitutional reform that he does not seek the prime mini9ster's post even in the system of government is changed in the country.
